In Pearl the first trainer south of the town of Maylene, had a Kadabra, Haunter and Misdreavus. So maybe she still has misdreavus as pokemon

btw you can become stronger of course you can. Some advice, breeding can help, aswell getting pokemon with the right nature, with the right move sets, with the right ability. Then EVs and IVs kick in.
